A top TSC official blamed the delay on the shortfall in funding from the exchequer.
According to him, the Board will continue to promote and place teachers as long as there is funding.
TSC CEO Nancy Macharia criticized teachers for their own lack of progress and inertia.
He said teachers are reluctant to apply for jobs in other countries that offer advancement.
“Incentive-based localization” has become an issue that commissions on teacher development must consider, as it now depends on the number of openings in a given district.
Speaking before the National Assembly’s education committee, he told assembled lawmakers that “teachers only compete for vacancies in their districts because they cannot be ‘transferred’ to other districts.”
The TSC chairman said the commission had 14,738 vacancies earlier this year to fill vacancies due to natural interest.
However, only 11,231 teachers were recruited, leaving 3,507 positions unfilled due to the demand for qualified candidates. Of these, 1021 posts have been allocated for teachers under the Affirmative Action Plan.
