Requirements for Students Scholarship Application in New University Funding Model. Students who obtained the Kenya Certificate of Secondary Education (KCSE) for 2022 can apply for funding under the new university funding model introduced by the government on 3 May 2023.
In the new funding model, students from vulnerable and extremely needy backgrounds will receive 100 per cent funding, while students from poor and less needy backgrounds will receive 93 per cent.
Students from poorer backgrounds will be prioritized for scholarship allocations as those from less needy backgrounds will be covered by loan funding from the Higher Education Loans Board (HELB).
All students who have received letters from universities and TVET colleges after applying to the Kenya University and Colleges Central Placement Service (KUCCPS) website are eligible for funding.

They will require a valid email address, KCPE and KCSE index numbers and the year the exam was taken, a passport size photograph and a copy of the student’s ID.
Other items needed to apply include a copy of the student’s birth certificate, a college or university acceptance letter, and their parents’ social security number.
Other documents are; death certificate if the applicant’s parents are deceased, two identification numbers and registered phone numbers of the guarantors and a copy of the sponsor letter if you were sponsored in high school.
Continuing students will not be affected by the new funding model and will continue to receive funding based on the existing government model.
During the launch of the new model, President Ruto promised to collapse HELB, the University Finance Board and the TVET Fund and introduce a National Skills and Funding Board called the National Education Fund.
The National Education Fund will mobilize grants, scholarships and bursaries, linking the two levels to provide a framework for credit transfer and support academic progress.
According to KUCCPS, out of 173,127 candidates who qualified for university admission in KCSE 2022, a total of 157,498 applied for university admission.
