Teachers Job Group stagnation for atleast 5 years. Teachers Service Commission (TSC) delay impacted 124,105 teachers, according to information provided by the Kenya Union of Post Primary Education of Teachers (KUPPET). Indicating that the 124,105 teachers been stuck for more than 5 years.
The TSC failed to advance teachers, forcing them to stay in the same job grade for at least five years, according to a report produced by the Union.
The Union stated that the teachers lost almost Ksh2 billion in pay at the time.
On Friday, February 17, the Education Committee of the National Assembly met to discuss the Supplementary Estimates for 2022–2023. This report was presented during that meeting.
Akello Misori, the secretary general of KUPPET, argued that the accident had put thousands of careers on hold.
Several of the teachers have been filling in for permanent employees in administrative roles without receiving compensation, he continued.
As a result, the union requested from the government Ksh20 billion to promote the impacted teachers during the current fiscal year.
According to the source, “the anticipated budget for teachers who have remained in their jobs for more than five years is Ksh10.25 billion alone, but there are many more teachers entitled for promotion as per TSC standards, raising the expense to Ksh20 billion.”
No matter their academic background, Misori continued, it takes a teacher nine years to advance to a higher grade.
The Kenya National Union of Teachers (KNUT), represented by Secretary-General Collins Oyuu, was present as well. He accused the TSC of ignoring teachers who had upgraded their academic credentials.
Yet when TSC CEO Nancy Macharia spoke before the committee in December, she said that, with the exception of July 2017, the commission had not received any additional funding for teacher advancement for a period of ten years.
Education groups urged TSC to take longer-tenured teachers into consideration when the commission posted 30,000 open positions.
The TSC promotes teachers in accordance with the 2016-introduced Career Progression Guidelines (CPGs), which take into account, among other things, basic qualifications and satisfactory performance.
