KUPPET Reveals Funds Owed By Gov’t As School Capitation. Kenya Union of Primary Education Teachers (KUPPET) Secretary General Akello Misori recently disclosed that the Ministry of Education (MoE) owes Ksh19 billion to secondary schools in the country.
