Ministry of Education On The Spot Over Ksh.4.5B For CBC Classes. The Public Accounts Committee (PAC) of the National Assembly called for a special audit of Ksh. 4.5 billion has been allocated to create classrooms in the Competency Based Curriculum (KBK). The purpose of the commission is to examine how these funds are spent, the criteria for selecting contractors, and whether the community receives satisfactory results from this investment.
Basic Education Head Secretary Dr. Belio Kipsang told the Ministry that the community was involved in choosing the contractor. However, committee members disputed this claim and demanded evidence of public participation in the selection of contractors for special school construction projects.
Member of DPR from Funyula, Oundo Mudenyo, questioned the level of community involvement and criticized the district education director for not consulting key stakeholders such as elected DPR members. MPs representing their communities said there was a lack of transparency as they were not aware of the incident.
Mudenyo also raised concerns about the implementation of the Competency Curriculum (KBK), pointing out that new classrooms were built without clear communication or a comprehensive understanding of the process.
Rarieda MP Otiende Omollo said transparency and public participation in hiring contractors for projects in his constituency is important. He said evidence is needed to show how the community was involved in choosing this contractor.
Despite this problem, PS said there is community involvement with a multi-agency team targeting potential contractors for classroom construction. This group will provide comprehensive evidence of contractor registration and communication procedures.
Lawmakers questioned the quality of the classrooms being built and wondered whether contractors were being paid in full despite potential violations of the law. They fear that taxpayers will incur additional costs to repair defective classrooms.
Lugari MP Nabii Nabwera has criticized the quality of classrooms in his constituency, comparing it to not having enough space during the rainy season. This shows the quality of the class.
In response, the PS spoke of a special inspection taking place to assess the quality of the building and admit possible defects. However, he said these classrooms are used in the school and an official report will be issued after the inspection is completed.
