    Crucial Circular Released by MoE to Junior Secondary teachers and Administrators

    Crucial Circular Released by MoE to Junior Secondary teachers and Administrators. Junior Secondary School was introduced in the new curriculum with CBC, where after research and discussions the government settled at domiciling it in Primary schools. Hence now the current Primary schools with Junior Secondary are renamed as Junior and Primary School. For instance ‘ Haraka” Primary was renamed to ‘ Haraka’ primary and junior secondary school.

    Guidelines for the Implementation of Junior Secondary Education have just been announced by the Ministry of Education. The government has also allotted a capitation grant of Ksh. 15,000 per child at the same time.

    However, the Ministry continues to receive complaints from irate parents/guardians and other stakeholders regarding the unapproved levies imposed by headteachers, particularly admission fees, the purchase of desks, and lunch money in flagrant violation of the Government regulations and instructions.

     

    We bring your attention to Basic Education Act, 2013, Regulation 44, which specifies that “No Public School or Institution shall issue Alternative Fee Structure Other Than Those Approved By The Cabinet Secretary.”

    You are hereby instructed, in light of the foregoing, to guarantee that no public school imposes unapproved levies, such as admission fees, desk fees, or lunch costs, unless the school has a prior permitted lunch program for the entire school.

     

    By the first of February 2023, all Sub-County Directors of Education are to visit every school in their jurisdiction to determine whether any students are being expelled as a result of unpermitted levies and to report any such cases for administrative action.

    This action comes in where the Government promises and is committed to provide Free Education in Junior Secondary School countrywide. The parents and students have been made aware from the public domain that they should not pay anything more apart from the Government capitation, as directed by Cabinet Secretary for Education Ezekiel Machogu.
