HELB Portal Opens For Application by University students. Tuesday, April 25, saw the opening of the portal for 2023–2024 loan applications for grants under the National Council for Persons with Disabilities (NCPWD) Education Scheme.
First of all, the Education Highlights crew learned from the notice that the loan was intended just for students who had difficulties.
Eligibility
According to the announcement published in the local dailies, applicants for this grant must have either moved from the old to the new system or have registered with the NCPWD using the new system.
The announcements stated, “The scheme is open to all persons with disabilities registered with NCPWD and admitted in public and private universities, TVET, approved medical training institutions, and other approved and accredited higher educational institutions in Kenya.”
The Board has requested that all qualified applicants submit their applications by May 17, 2023, to the HELB main office, the Huduma Center’s HELB desk, or the NCPWD county offices.

The HELB stated, “At later times, you will receive notices on the receipt and verification of application, award, and disbursements of the NCPWD Education Grant awards.
How to Apply
- To access the students portal, register, create, and activate an account, you must first log into the HELB website at http://www.helb.co.ke.
- Choose the “Person’s with Disability” option when creating your account and enter your PWD number exactly as it appears on the certificate. You can now access the grant application form thanks to this.
- You must log in, choose your academic level, and then select the scholarship application button. Correctly complete the NCPWD Application form.
- Print the forms twice after making sure all the information is accurate.
- Make that the Chief and the commissioner of oaths have properly signed the forms.
- Please ensure that you have read, comprehended, and agreed to the data protection consent form.
- Now you can drop the form off at the HELB collection site with all the required supporting documentation attached.
Finally, take note that the application site for 2022 KCSE candidates won’t open until after the Kenya Universities and Colleges Central Placement Service (KUCCPS) has placed candidates in universities.
However, you will all be informed via the social media accounts as soon as the HELB application gateway is made available.
