RE: REGISTRATION OF INSTITUTIONS AND LEARNERS FOR CONDUCT OF 2023 SCHOOL BASED ASSESSMENTS AT GRADES 3 AND 7; FOUNDATION AND PREVOCATIONAL LEVELS
The Kenya National Examinations Council (KNEC) wishes to issue the following guidelines with regard to the registration of institutions and students for Grades 3 and 7; Foundation and Pre-vocational levels in response to earlier communication from KNEC on the conduct of 2023 School Based Assessments (SBAs) through a circular referenced KNEC/GEN/TD/CIR/CBA/2023/OO dated 17th April 2023:
1.0 Sub-County Directors of Education (SCDEs) are in charge of informing the public about the Junior Secondary School (JSS) programs available in their sub-counties. The data will be utilized to create a database for the management of SBAs in Primary and JSS. Therefore, the following information must be provided to KNEC by SCDEs:
1.1 By July 30, 2023, send lists in MS-Excel format to [email protected] of all Junior Secondary Schools that have been accepted and coded;
1.2 A list of all new organizations who want to sign up students for the Grade 3 Monitoring Learner Achievement (MCP);
1.2 Junior Secondary Institutions that demand activation and coding.
2.0 For Grades 3 and 7, Foundation and Pre-Vocational levels, Head-teachers are responsible for identifying and registering students in their institutions. They must also make sure that all students in their institutions are registered in the CBA websites.
2.1 JSS students in Grade 7 must register using their assessment numbers, while students in Grade 3 are automatically given an assessment number when submitting their student information;
2.2 To ensure that learners’ biodata, including subject entries, is accurately captured, birth certificates will be used;
2.3 Accurate registration information must be gathered for students with exceptional needs in the normal route, Foundation, and Pre-Vocational levels;
2.4 Grade 7 students without assessment numbers shall be reported to the CEO KNEC by their respective Sub County Directors of Education;
2.5 Through the SCDEs’ offices, KNEC shall be made aware of every transfer instance;
2.6 Head teachers should seek advice from KNEC’s Archives and Records Section ([email protected].) if their seventh-grade students are not Kenyan citizens.
3.0 The enrollment portal for Grades 3 through 7 is currently online and will remain so through October 30, 2023. All students must register during this time.
The Basic Education Curriculum Framework (BECF), 2019, states that all students must be registered between Grades 3 and 7 in order to take their school-based assessments. As a result, there will not be any provision for student registration between Grades 4, 5, or 8 unless there are exceptional circumstances for which there must be sufficient legal documentation. These requests may also result in payment or punishment, as determined by KNEC.
For the efficient administration of the assessments, you are now urged to make sure that the information in this circular is followed.
