Machogu Vows To Implement Taskforce Reforms, Forms Committee. Education Secretary Ezekiel Machgu has established four committees to oversee the implementation of education reforms.
These committees consist of a governance committee, a legal committee, a parliamentary paper committee and a departmental technical committee, each of which has the task of implementing the recommendations of the Presidential Working Party on Education Reform (PWPER).
Some of PWPER’s recommendations have been implemented, such as connecting secondary schools with existing primary schools, introducing a new funding model for universities and recruiting additional teachers through the Teacher Service Commission (TSC).
However, members of the DPRD have expressed concerns about the implementation of reforms, arguing that they violate constitutional provisions. They called for the Raphael Munavu-led panel’s report to be suspended pending approval by the National Assembly.
Emuhaya MP Omboko Milemba said some of the proposals were under the jurisdiction of the Teachers Service and asked Speaker Musa Wetangula for guidance on the matter.
The development could lead to friction between MPs and President William Ruto, who wants Munawu’s proposal to guide the implementation of the skills training programme.
Speaker Wetangula ordered public leader Kimani Ichungwawa to ask Education Secretary Ezekiel Machogu for a statement to be tabled in the House of Representatives in two weeks.
Machgu defended the ministry’s readiness to implement the report effectively, citing the creation of structures and committees to ensure efficiency.
A steering committee headed by the CS will oversee all work, guide policy and provide reliable resources to implement recommendations. This will include members of various government departments and agencies.
The Legal Committee consisting of representatives from various government agencies will manage legal documents and policies related to education as outlined in the PWPER report.
The Sessional Papers Committee will be responsible for issuing the sessional papers and will be chaired by the Permanent Secretary belonging to the Directorate Technical Committee.
Machgu emphasized the need for an effective and efficient education system and structure for inclusive and quality education at all levels. Emphasizing the importance of transparency in terms of the role of the institution, he called to improve efficiency.
He also stressed the need for the support of other government agencies to simplify the legal framework for education and provide sufficient budgetary resources for successful education reform.
