Ministry of Education Bans Pre-Exam University Application. From next year, candidates registering for the Kenya Certificate of Secondary Education (KCSE) examinations will have to wait for their results before choosing the universities and colleges they want to attend. The Ministry of Education has banned applicants from applying for university places while still at school.
Under the new funding formula for tertiary education, students will be required to make selections after completing their KCSE examinations. This decision is based on the introduction of a new funding model.
Applicants will select their institutions based on the cost of the program as per the information provided in the Kenya Universities and Colleges Central Placement Service (KUCCPS) online application system.
This change will affect more than four million high school students who currently use the 8-4-4 education system. The decision aims to give applicants and their parents or guardians more information to make informed decisions, and as a result the Government will no longer allow applications to be made at school centres.
The application process, which was previously conducted through the KUCCPS portal, will now begin after the release of KCSE examination results and declaration of programs, capacities and program costs by educational institutions.

The Ministry of Education is also focusing on strengthening the ability of career guidance teachers to help students with placement applications and career decisions at school.
The previous process involved students choosing from 18 potential areas of study, including degree courses, diploma programmes, craft certificates and artisan certificate courses, with specific instructions for a preference list for degree programmes.
