New HELB Elimu Scholarship; How to Apply. President William Ruto has introduced the New Funding Model (NFM) aimed at providing financial support to students who are facing problems in paying their school fees. This funding initiative primarily targets students entering universities and technical and vocational education and training (TVET) institutions who have already received placement letters from the Kenya Universities and Colleges Central Placement Service (KUCCPS).
NFM is designed to be student-centered, awarding loans and scholarships based on applicants’ demonstrated level of financial need. In particular, students from vulnerable and extremely needy households will receive full funding, while those classed as needy and less needy will benefit from 93% of government funding, with the remaining 7% going towards tuition fees.
Under this new system, there has been a shift from a uniform award to a scholarship application process that applies to students from all economic backgrounds, including wealthy households. This approach ensures that the distribution of financial aid on a semester basis is better suited to needs and wants.
Applicants must follow a simple process to apply for the program:
1. Visit www.hef.co.ke/portal
2. Access the student portal
3. Confirm your National Identity Card (ID) availability and enter the details; if an ID is unavailable, use your Kenya Certificate of Secondary Education (KCSE) index number
4. Provide a valid email address to receive a verification email
5. Activate the link through your email and log in again
6. Enter your phone number for account verification; in case of expiration, click resend to receive a new verification code
7. Once verified, access your portal to add personal information, educational qualifications, and address details
8. Track and monitor the various stages of your scholarship application through the portal.
This initiative reflects a strategic and inclusive approach to addressing financial constraints for students, ensuring that support goes where it is most needed, while streamlining the application process for accessibility and transparency.
