P1 Teachers Deployment Circular. 10,833 qualified primary school teachers have submitted requests to the Commission for transfer to junior secondary schools.
You have access to a list of the teachers. You are expected to send competent teachers to JSS via the procedures outlined in this document after receiving these lists.
A) Requirements
Teachers from primary schools who want to transfer to JSS must be certified to teach in secondary institutions. The instructor MUST fulfill the following conditions:
I Be currently registered with the Teachers Service Commission as a teacher.
ii) Is engaged by the Teachers Service Commission as a primary school teacher.
iii) A person shouldn’t be serving an interdiction or going through a disciplinary procedure right now.
iv) Possess a minimum of a Diploma in Education and at least two C+ grades from the KCSE (or its equivalent; either under the 8-4-4 or CBC curricula) or two (2) principles and one (1) subsidiary pass from “A” Level.
Individuals who have completed both a Bachelor Degree in Education and a Diploma in Education and have earned a minimum grade of C (plain) at the KCSE (or its equivalent) are eligible.
v) The bachelor’s degree must be indicated on the diploma. Holders of a Bachelor of Education (Primary Option) are ineligible. vi) The person’s name must appear on the list provided by the headquarters and they must have stated a desire to be sent to a junior secondary school.
B) Sub-County Directors for Vetting should invite candidates based on the lists the County Director provides for document verification. During verification, candidates are required to show the following documentation:
I A copy and the original of the diploma or degree certificate;
ii) Academic transcripts, both original and copies;
iii) Where applicable, the original and copy of the SNE qualification;
iv) A copy and the original of the KCSE certificate (or a similar document);
v) A replica of the most recent payslip;
vi) A statement from the head of the institution stating that the teacher is currently employed by the school and is not subject to a disciplinary procedure or serving an interdiction.
C) Deployment
The Sub-County Directors will certify letters of deployment for teachers working in the Sub-County. Letters will be signed by the County for instructors who may be sent outside the Sub-County.
Nairobi directors/regional director. The following should be taken into account:
i) Closeness to the current station. The teachers should, to the greatest extent practicable, be assigned to their existing stations or those that are nearby.
ii) The teacher’s subject combinations. Sub-County Directors shouldn’t deploy instructors of comparable topic combinations with those already deployed to JSS unless a station needs more than one teacher of the same subject combination.
iii) The teacher’s gender. Aim to have a gender balance among the teachers assigned to the same station.
iv) SNE-qualified teachers ought to be posted to Special JSS.
v) Deployment will be carried out via the shared templates. Study the templates carefully, and ask for clarification if needed. Each teacher must have two letters of deployment signed by the Sub-County Director. One letter will be given to the teacher, and the second original letter will be sent, along with other deployment paperwork, to the headquarters for filing.
Take note of the following while you practice deployment:
a) Appointment letters to Grade C2 will be given to Grade B5 and C1 teachers having a Bachelor’s degree (Appendix I);
b) Appointment letters for Grade B5 teachers with a Diploma in Education will be distributed to C1 (Appendix II) grade;
c) Bachelor’s or diploma-equivalent certifications must be granted to teachers at Grade C2 and above.

d) A Deployment Letter must be sent to Grade C1 teachers having a diploma (Appendix III)
D) Module for Posting, Entry/Exit Reports
The County Directors must start publishing on the Posting, Entry/ Exit Reports Module to the Sub-County as soon as the instructors are assigned to JSS. The teachers will be posted to JSS by the Sub-County Director.
To allow the receiving Head of Institution to submit the Entrance Report, the Heads of Institution releasing the professors must quickly depart them by submitting Exit Reports.
The Posting, Entry/Exit Reports Module must be used for all of these procedures because the Commission no longer accepts or processes hard copy data. The Head of Institution must withdraw the teacher from elementary school and submit an entry report for the JSS if the instructor is kept in the same position.
F) Deployment Document Submission
The following paperwork must be delivered to the Director Staffing by County Directors/Regional Director, Nairobi, following the deployment exercise:
i) Certified copy of the degree/diploma certificate;
ii) Certified copy of the academic transcripts;
iii) Certified copy of the KCSE certificate or its equivalent;
iv) Original copy of the Deployment letter generated as per the template issued;
v) A declaration by the Head of Institution that the teacher is currently serving in the school and is neither serving an interdiction nor undergoing a disciplinary process;
vi) List of the deployed teachers clearly showing teacher’s details in the order presented below should be submitted in MS Excel editable format to Director Staffing through [email protected].

To guarantee that the teaching-learning process continues even after the deployment exercise, you must make sure that staffing roles in primary schools are updated and teacher rationalization is carried out within 14 days.
G) Circular No. 3/2023 on Transition to Junior Secondary School
The Commission published Circular No. 3/2023 on January 30, 2023, instructing all head teachers on the transition to junior secondary school. You must thus distribute the circular to all head teachers.
