TSC Orders Regional Directors and County Directors to combine staffing data in all schools. All Regional Directors and County Directors are required by the Teachers Service Commission (TSC) to compile all staffing data within their purview and submit it to the commission via [email protected] by May 8, 2023, at the latest.
The details were found in a memo from the acting director of staffing, Lilian N. Mwangi, dated April 25, 2023, which Education News was able to obtain.
Before submitting, you must confirm the data for completeness and accuracy. Primary, Primary Special, Teachers in Special Schools, Junior Secondary, and Secondary are the five sheets included in the template, which is attached.
The circular directed, in part, that the data gathered “should also be captured on TMIS and observe the timeliness.”

As staffing positions are prepared in Excel using the default template, shortages and surpluses for each subject combination should be placed in one cell.
A learning area combination shortage must equal the total number of shortages declared and should be recorded in order of priority on top of the information from primary school staffing data in Junior Secondary School, where the directors are asked to take into account all newly hired teachers as well as those deployed from primary schools.
Last but not least, staffing information for special primary schools/units as of the end of term 111, 2022. The number of courses needs to be in accordance with the special needs staffing norm, which is: MH 1:10, MH (severe)-1:4, Autism -1:4, PH- 1:15, CP-1:4, Hi 1:12, VI 1:15, and Deafdlind- 1:1.
