TSC Sets Deadline for Wealth Declaration Exercise for All Teachers. In November 2023, the Teachers Service Commission (TSC) will launch its wealth declaration program for educators. The deadline for completing this online activity is December 31, 2023. An online portal for teachers to record their income, assets and liabilities is being prepared by TSC.
The exercise involves the Public Officials Ethics Act (POEA), which mandates that public officials—including teachers—report their financial records every two years.
Failure to submit a declaration or providing false information may result in a fine of Kshs 1,000,000 or up to one year imprisonment as stated in TSC Circular 12/2021.
In February 2022, the TSC warned teachers that their salaries could be withheld if they did not declare their wealth by December 2021.
The commission also sent a list to the principals of lower districts and asked teachers who do not meet the requirements to respond within a week.
Nancy Macharia, the CEO of TSC, stressed that all teachers employed by TSC must attend this declaration, regardless of their employment status such as leave, ban, suspension or authorized absence.
Teachers with less than two years of service should complete their initial statement. To ensure compliance, heads of institutions should monitor and report on their teachers’ statements by 31 December. Importantly, this wealth disclosure process is completely online and physical documents will not be accepted as confirmation.
Teachers participating in this exercise are accountable and transparent in reporting their financial status every two years.
