Registration of Institutions and Learners for School-Based Assessments at Grades 3 and 7; Foundation and Pre-vocational Levels in 2023
The Kenya National Examinations Council (KNEC) has previously communicated regarding the administration of the 2023 School Based Assessments (SBAS) through a circular with the reference number KNECJGEN/TD/C1B/CBA/2023/00 dated April 17, 2023. As a result, the KNEC hereby wishes to issue the following guidelines regarding registration of institutions and students for Grades 3 and 7, Foundation and Pre-vocational levels:
Information on institutions delivering Junior Secondary School Education (JSS) in their sub-counties must be made available by Sub-County Directors of Education (SCDEs).
To create the database for the SBAS administration in Primary and JSS, the data will be used.
Therefore, the following information must be provided to KNEC by SCDEs:
- before July 30, 2023, send lists of all Junior Secondary Schools that have been approved and coded to [email protected] in MS-Excel format;
- a list of every new institution intending to sign up students for the Junior Secondary Schools that need coding and activation;
- Grade 3 Monitoring Learner Achievement (MLP).
For grades 3 and 7, as well as foundation and pre-vocational levels, headteachers are in charge of identifying and registering students at their institutions. They must make sure that all students are registered in the CBA portals.
While Grade 3 students will immediately receive an Assessment Number upon uploading their information, JSS students in Grade 7 must register using their Assessment Numbers.
To guarantee that learners’ Update, including subject entries, is accurately captured, birth certificates will be used;
Registration information should be carefully recorded for students with exceptional needs in the normal route, Foundation, and Pre-Vocational levels;
Through the Sub County Directors of Education, the CEO KNEC shall be informed of any students without Assessment Numbers in Grade 7;
Through the SCDEs’ offices, KNEC should be made aware of any transfer instances;
Headteachers are urged to seek advice from KNEC’s Archives and Records Section ([email protected]) if their seventh-grade students are not Kenyan citizens.
The third grade and seventh grade registration portals are currently active and will be so until October 30, 2023.
Guidelines for 2023 SBA Registration for Schools and Learners
All students must register during this time.
In accordance with the Basic Education Curriculum Framework (BEEF), 2019, all students must be registered at Grades 3 and 7 in order to participate in their school-based assessments. As a result, there will not be any provision for student registration at Grades 4, 5, or 8 unless there are exceptional circumstances for which there must be sufficient legal documentation.
These requests may also result in payment or punishment, as determined by KNEC.
For the efficient administration of the assessments, you are now urged to make sure that the information in this circular is followed.
