Retooling of JSS Teachers Countrywide. On Monday, March 13, 2023 in all the counties, the Teachers Service Commission (TSC) started the retooling process for 67,446 teachers on both Competency Based Curriculum (CBC) and Competence Based Assessment (CBA).
Teachers will be guided through the CBC and CBA frameworks, interpretation of curriculum designs, assessment of Core Competencies and Core Values, Teacher Professional Development (TPAD), appraisal, Junior Secondary School (JSS) Subjects, and other topics as part of the retraining exercise, which is scheduled to end on March 18, 2023.
11,192 teachers who were recently transferred by TSC from primary schools to teach in JSS and had a mean KCSE score of C+ (regular) or higher are included in the total number of teachers being re-tooled.
2,235 Special Needs Education (SNE) teachers from 745 public primary schools are among the 30,550 newly hired (regular) teachers who will be assisted by 196 Trainers of Trainers (TOTs) during the exercise.
As of September 2022, there were an additional 22,482 head teachers in ordinary primary schools and 745 in SNE primary schools.
The retooling involve the trainer of trainers (TOTs) and Master Trainers who offer professional support and training; with face to face smart cascade training model involving headteachers and teachers of Languages, Sciences, Mathematics, Humanities and Technical disciplines.
The training is meant to sharpen the Junior Secondary School Teachers on issues and learning areas experienced and taught in Junior Secondary School for Grade 7 Learners. The training commenced on Monday 13th March 2023.
The smart cascade model, according to TSC, is carried out face-to-face and involves a multi-agency approach. Headteachers are retooled for 3 days, and teachers are retooled for 6 days by TOTs. Master trainers are tasked with providing specialized support during the retooling of teachers.

- Commuter allowance of 5,000
- Leave allowance (paid only in January) 6,000
