Employee of the MoE Steals 11 Million Using Ghost School. In an effort to recoup more than Ksh 11 million, the Ethics and Anti-Corruption Commission (EACC) has triumphed over Joshua Momanyi Ocharo in a High Court lawsuit.
The EACC said that Ocharo founded a bogus school called “Mundeku Secondary School,” purportedly situated in Khwisero Sub-County, Kakamega County, while working for the Ministry of Education. He kept sending money to this nonexistent institution that was supposed to be part of the Free Day Secondary Education Programme.

Momanyi, who was in charge of creating the Ministry’s Funds Distribution Schedules, connected his personal bank account to the fictitious school and included its name in payment records, making it appear as though the school was a real beneficiary.
In his decision, Justice Prof. Nixon Sifuna concluded that Momanyi had planned and carried out a deceptive strategy to get money at the expense of Kenya’s children, who should have been the legal recipients of these funds.
According to the EACC, the embezzlement took place from August 22, 2017, to June 18, 2018. Additionally, it was disclosed that Momanyi bought a Toyota Vanguard and two pieces of land with some of the stolen money. According to the ruling of the High Court, these assets are unlawful gains that the government ought to seize.
The Office of the Director of Public Prosecutions (ODPP) has received the prosecution recommendation file.
